Pakistan Civil Aviation Authority Awarded ICAO Council President Certificate for Aviation Security Excellence

MONTREAL, October 3, 2025 – The 42nd Session of the International Civil Aviation Organization (ICAO) Assembly, held from September 23 to October 3 in Montreal, Canada, concluded with a moment of pride for Pakistan as the Civil Aviation Authority (PCAA) was awarded the prestigious Council President Certificate (CPC) in recognition of its significant improvements in aviation security.

The award was received by PCAA Director General Nadir Shafi Dar, who reaffirmed Pakistan’s strong commitment to ICAO Standards and Recommended Practices (SARPs).

“The importance Pakistan attaches to aviation security is evident from the results of the ICAO audits of our aviation sector. Thanks to PCAA’s continued efforts, our Effective Implementation (EI) score rose to 84.69% in the 2024 ICAO Coordinated Validation Mission (ICVM) – a figure well above both regional and global averages,” he noted.

Pakistan’s aviation sector also secured an EI score of 86.79% in the 2024 Universal Security Audit Programme (USAP), further consolidating its international standing in aviation safety and security.

High Commissioner Muhammad Saleem described the CPC award as a timely and propitious development for Pakistan’s aviation industry. He highlighted the sector’s crucial role in global connectivity, noting that Pakistan recorded over 16 million international passengers compared to 5.8 million domestic travelers in 2024 – underlining both current demand and the growth potential of the country’s aviation industry.

The recognition at ICAO reflects Pakistan’s steady progress in upgrading aviation security infrastructure and compliance, positioning its civil aviation sector for greater integration into global air transport networks.
